📢 HSRP Mandate Notification

Central Motor Vehicles Rules, 1989 - Amendment

The Ministry of Road Transport and Highways hereby notifies that all vehicles registered in India shall be fitted with High Security Registration Plates (HSRP) as per the specifications laid down in Rule 50 of the Central Motor Vehicles Rules, 1989.

Extension of Deadline for HSRP Installation

Due to the COVID-19 pandemic, the deadline for installation of HSRP on existing vehicles is extended to March 31, 2022. All vehicles registered before April 2019 must be fitted with HSRP by this date.

Color-Coded Stickers for Fuel Type Identification

All vehicles must display color-coded stickers indicating fuel type: Blue for petrol/CNG, Orange for diesel, and Green for electric vehicles. These stickers shall be affixed on the HSRP as per prescribed format.

HSRP Mandatory for All Vehicles - Enforcement

With effect from January 1, 2025, all vehicles without HSRP will be liable for penalty under Section 192 of the Motor Vehicles Act, 1988. State transport authorities and traffic police are directed to enforce compliance.

Technical Specifications

  • Material: Aluminum sheet of 1.0mm thickness with retro-reflective sheeting
  • Dimensions: As per IS 13278:2002 standards
  • Hologram: Hot-stamped chromium hologram with 'INDIA' and Ashoka Chakra
  • Laser Code: 10-digit alphanumeric code etched using laser technology
  • Snap Lock: Non-reusable snap lock system with unique serial number
  • Font: Standardized font with specific spacing as per Central Motor Vehicles Rules

Penalty for Non-Compliance

As per Section 192 of the Motor Vehicles Act, 1988:

  • First Offense: Fine up to ₹5,000
  • Subsequent Offense: Fine up to ₹10,000 or imprisonment for up to 1 year, or both
  • State transport authorities may also suspend registration in case of repeated violations
Important: All vehicle owners are advised to install HSRP at the earliest to avoid penalties during traffic checks.

Authorized Vendors and Manufacturers

HSRP can only be manufactured and installed by vendors authorized by the Ministry of Road Transport and Highways. BOOK-MY-HSRP is an authorized platform for HSRP bookings in partnership with Rosmerta Safety Systems Limited, an empaneled manufacturer.

State-Wise Implementation Status

HSRP implementation is complete in all states and union territories. Vehicle owners can book HSRP through authorized online portals like BOOK-MY-HSRP.

  • Delhi-NCR: Fully implemented, strict enforcement from March 2023
  • Maharashtra: Implementation complete, ongoing checks by traffic police
  • Uttar Pradesh: Phased implementation completed in all districts
  • Karnataka: Mandatory for all vehicles from January 2024
  • Tamil Nadu: Implementation underway, deadline extended to June 2025
